Title: Departure time choice equilibrium problem with partial implementation of bottleneck permits
Abstract: Congestion pricing with bottleneck permits (BP) is one of the first-best pricing schemes and has been shown to be able to minimize social cost. Under the scheme, road administrators issue permits which allow permit holders to pass a bottleneck at specified times and create a market where drivers can freely trade the permits. However, the scheme is not always Pareto improving such that it may harm some drivers.
The objective of this study is to design Pareto-improving BP scheme when drivers have heterogeneity in their value of time and schedule flexibility. We derived equilibrium conditions and the solutions under the situations with and without BP. By comparing drivers’ cost between before and after implementation of BP, we revealed the condition for achieving a Pareto improvement.
Short Bio: Dr. Katsuya Sakai is a postdoctoral researcher at Kobe University, Japan. Prior to this, he received his Ph.D. from Tokyo Institute of Technology in 2015 and conducted postdoc research as a research fellowship for young scientists of JSPS (Japan Society for the Promotion of Science). His research interests include travel time prediction, congestion pricing, and dynamic traffic assignment.
